Speak to Elena at the Gracious Hand in Vernworth’s Slums and give her three Miasmite. Nighttime Phantom-type enemies are a source of the material.
During the visit, speak to Lubomir and Lottie and follow the concerns about treatment.
Collect records and a sample
Visit the basement ward at night. Go through the curtain into the back room and collect Records of Treatment and Unlabeled Medicine.
Take the names in the records to the former patients at Walter’s Tavern. Follow the nighttime meeting in the Common Quarter as part of the investigation.
Have Radcliff analyze the medicine
Bring Unlabeled Medicine to Radcliff, the physician at Checkpoint Rest Town. Wait about a day and return for his findings.
The sample matters: overhearing a suspicious conversation does not replace the medicine analysis.
Arrest Elena
Return to the Gracious Hand once the evidence and analysis are ready. Use grab to detain Elena and trigger the arrest and quest resolution.
Completing the arrest does not by itself establish that every patient has received further care. Finish the evidence chain before making the confrontation the next step.
